Problema:
I have a single 2008 R2 DC, I can not join another for redundancy due to error in the database, offline defragmentation was not completed because of this error.
I had a similar problem with 2008. Believe it or not, running "dcdiag /fix" repaired the system enough for me to join another. Alternative NTDSUTIL check
